FL-GenWeb Standing Rules



The Standing Rules for the FL-GenWeb Project relate to the details of the Administration of the Project.   They will stand until revoked, modified, or properly approved by the Board.



SECTION I. SUSTAINING/CHANGING THE STANDING RULES


These Standing Rules do not require periodic sustaining when a change in State Coordinator occurs. These rules may be amended or revised by the Board in accordance with FLGenWeb Bylaws, Article VI, Board of Directors.


SECTION II - WEB SITES


The backbone of the Project are the County web sites.

A.  County Web sites requirements


1.  Each County Web site must prominently display one of the approved FLGenWeb logos on the first page of their web site along with a link to FLGenWeb.

2.  Each County Web site must prominently display the USGenWeb logo on the first page of their web site along with a link to USGenWeb.

3.  Each County Web page must have a link to the FLGenWeb County list.

4.  Each County Web site must have the contact information for the County Coordinator on the home page.

5.  Each County Web site must provide a place for Queries & Lookups (This can be a Message Board or Group)

6.  Each County Web site must have a FLGenWeb Acceptable Use Policy (AUP) page and a link to it. 

The FL-GenWeb Acceptable Use Policy

  1. 1. FLGenWeb Project, Inc and all its components comply with and adhere to current United States Copyright law. (http://www.copyright.gov)
  2. Copyright for Original Material on any FLGenWeb Project Web site belongs to the author, artist or photographer, unless otherwise indicated.
  3. Individuals may use any genealogical information found on this site in their own personal research.
  4. Individuals may use any genealogical information found on this site to render individual professional research services.
  5. Webmasters may link to pages on this site without permission of the webmaster.
  6. Search engines may use brief extracts from this site as links back to this site.
  7. Search engines may index this site.
  8. Any other uses are prohibited unless explicitly permitted in writing by the FLGenWeb Project and the author, artist or photographer.
  9. All pages of this site are marked with meta tags that prohibit search spiders (bots) from archiving or caching the page.
  10.  Any site's spider that disregards this notice is in violation of Internet ethics, copyright and ethical business practices.
  11. Copying, pasting or caching any page on this site is prohibited; however, you may print ONE (1) copy for PERSONAL USE.
  12. By viewing pages on this web site you are signifying your agreement to these terms.

7.  Each County web page must have META TAGS that list the search engines that are permitted to cache and archive the site.  The META TAGS will be approved by the Board and provided to all County Coordinators.  They are subject to change.  County Coordinators will not be responsible for this when the META TAGS are set at the domain level by FLGenWeb.

8.  Each County web site should have a link to the FLGenWeb Project Digital Library and Archives:  http://www.flgenwebarchives.com


B.  Web Site Recommendations


1.  A link to the USGenWeb Archives Florida Table of Contents:  http://usgwarchives.net/fl/flfiles.htm

2.  A link to WorldGenWeb is suggested:   http://www.worldgenweb.org/

3.  It is recommended that County sites have a search engine, but is not required.


C. Web Site Maintenance


1.  All URLs on the County web sites should be verified on a regular basis and outdated links removed or replaced.

2.  It is helpful to include a "Last Modified" date on at least the County home page.


SECTION III - County Coordinators


  The FLGenWeb Project recognizes the County Coordinators and Assistant County Coordinators are the life of the Project and its most valuable asset.      


A. Requirements


1.  County Coordinators must join the FLGenWeb official mailing list or group (currently FLGenWeb Project, flgenweb@googlegroups.com).

2.  County Coordinators must check in with the list/group by the 10th of each month.  If unable, they should notify State Coordinator or their District Coordinator as soon as possible.  Failure to check in for 3 consecutive months will result in the County being put up for adoption, unless there is a satisfactory explanation or extended emergency.

3.  County Coordinators will collect contact information from all NEW submitters/donors and transmit said information quarterly to the Director of Operations and the Secretary.  We plan to automate this task eventually.

4.  County Coordinators must maintain a separate list of data or articles that are under copyright and transmit documentation of the author's permission to publish on their county web site to the Director of Operations and Secretary quarterly.  A list of the works may also be maintained on an acknowledgments page on the County web site.


B.  Communication Options


1.  County Coordinators will be offered an email address at flgenweb.net that will be countyn...@flgenweb.net.  Other flgenweb.net email addresses are available upon request.

2.  County Coordinators may manage the FlGenWeb Group for their County to use for Queries and Lookups. Some restrictions apply.  They are listed in the tutorial at http://www.flgenweb.net/volunteers/g/group-menu.html

C.  New Coordinator Application


New County Coordinators must complete an application which will include their name, street address, phone number, email address and an alternate email address, if available.  The application will also include additional information, such as:  Why they want to manage the county, experience with html, and two personal references.  Their name and email address will appear on the FLGenWeb County List site.  Other information is confidential and will only be seen by the Board.


SECTION IV - Assistant County Coordinators



A. Requirements


Assistant County Coordinators must check in with the list/group by the 10th of each month.  If unable, they should notify State Coordinator or their District Coordinator as soon as possible.  Failure to check for  3 consecutive months will result in removal, unless there is a satisfactory explanation or extended emergency.  Exceptions can be made if no Internet access is available to the ACC, but the Project must be notified.


B.  New Assistant County Coordinator Application


New Assistant County Coordinators must complete an application which will include their name, street address, phone number, email address and an alternate email address, if available.  The application will also include additional information, such as:  Why they want to manage the county, experience with html, and two references, one of which may be the County Coordinator.  Their name and email address will appear on the FLGenWeb County List site and the County web site.  Other information is confidential and will only be seen by the Board.


SECTION V - Supporting Members


The FLGenWeb Project is supported by volunteers who donate data and transcriptions to the project.  These are invaluable and our reason for existing.  We also receive financial support.  This allows us to share the data that is donated.  Both types of donors are necessary for the success of the Project.

  A.  Supporting Members must complete an application, which includes their name, street address, phone number (optional), email address and an alternate email address, if available.  The application will also ask for a description of their donation and if a transcription or photo, which County or Counties it was submitted to.  Their name and address are required by Florida Statute 617.1601.  Other information is confidential and will only be seen by the Board.  The County Coordinator and Assistant County Coordinator will also have access to the name and email address, unless otherwise requested.

  B.  Transcribers will be requested to place a value upon their donated work.  If the value exceeds $250.00, a professional appraisal is required at the donor's expense.

  C.  All supporters will be invited to join the FLGenWeb Online Group.


Section VI - Duties of Regional Directors


1. Represent your district to the board.

2. Act as the primary contact for your district.

3. Mentor new County Coordinators.

4. Provide support for County Coordinators and Assistant County Coordinators in your district.

5. Act in the place of a County Coordinator who needs a temporary leave of absence if there is no Assistant County Coordinator.  If there is an Assistant County Coordinator monitor and assist the Assistant County Coordinator.

6. Assist the President/State Coordinator with quarterly membership list verification.

7. Other duties as assigned.
